Computer freezes with new USB device/DVD/CD

So while I fix the laptop, my own computer has had this problem for a while. basically, it will randomly freeze whenever I put a DVD or CD in either of my CD/DVD drives. It also recently froze when installing a new USB device. However, this is all random.

I am running Windows XP and this problem has been occuring since I dunno when. Thoughts on how to stop this from happening?
