That's そこにあるかも知れない (soko ni aru kamo shirenai) from Yoshimune Soundtrack. I don't know the artist, though. This is all I could find.

Damn, figure skating always uses familiar songs that make you say, "Hey... I know this song... it was in _______."
Yeah so can anyone ID the song in the background? Also ID what show or movie they used this song.
I'm thinking, "Man in the Iron Mask". It sounds Musketeer theme-like but I'm feeling that there's another movie that uses it... like in a "walking the plank" moment...

Which recording is this of "The Procurer's Ballad"? It's the song that plays on the intro, however it's an instrumental.

It's a really neat recording that effectively captures the satire.
