time zone woes (for windows)

this is pretty much just a small thing...but its just pissing the hell out of me...so I was wondering if someone is able to give me a hand...as you can see in the (shoddy and crappy ass) attachment...for some odd reason after I reformatted my comp...I only have 1 bloody timezone in my time zone tab...due to family and stuff I have to travel a lot and jumping between timezones is a common occurence for me...is there anyway to get the time zones back out so I could change it? >.<
