Easy to use convert images to PDF file program

I'm looking for an easy to use (free?) program that can convert images to PDF documents.
What program(s) do you suggest.

I use photoshop, but it's not free.

Through googling, I found these 2 pages that might be helpful.
But I'm not sure if any of it has any adaware or anything. (that's one reason why I don't usually trust freeware programs.. So scan em before you try them out)

I just use primoPDF which installs as a printer, so anything you print can be converted into a PDF file...
