PSP video conversion software

I'm thinking about buying a PSP to watch my anime on while I'm at the beach. It's come to my attention that I'll need some software to do this for me. I know jack about video stuff, but I'll need a program that will

-Resize the video (for PSP native resolution)
-Possibly to clip the video since a lot of anime is still in 4:3
-Add in soft subtitles (either keep them soft, or hard it doesn't matter)
-Not important at all, but maybe downsample 5.1 audio to 2.1 to save space on the MemoryStick

Can anyone help me on this one?

Ryu: This software works fantastic and it's easy to use! Thanks for the suggestion! My only problem is that it won't pick up subtitles in MKV videos. It works fine if SRT subtitle files are included. (which never come with anime)

Ness: Does that program allow the subtitles from MKVs to be embedded in the final output?
