General File Mass Rename Program Recommendation

I'm looking for something like Tag&Rename that will allow me to apply various masks to rename any types of files in a folder. Has anyone come across such a program that they would recommend. I'm specifically looking for something with a mask that will auto increment a number and even more ideally it would allow me to apply a basic formula to the incrementation.

In Linux, kRename is fantastic. For Windows... not sure.

Yeah I guess I should specify something that will run under Vista (which I realize might be asking a lot).

I've only tried Rename*Us and am not sure whether it'll run on Vista:
