Touchpad --> Tablet??

Is there any software that can make my laptop touchpad respond like a Wacom tablet (i.e., instead of a mouse)?

What do you mean? Like use a pen on the thing? Or have the small area of the pad encompass the entire display?

I would imagine, however, that something like that is dependent upon the touchpad's manufacturer.

Short answer, no. Wacoms are much more complicated than touchpads, and are built to sense pressure. Also, they are far more sensitive resolution-wise than a touchpad. There really isn't a way to do what you're asking. Just save up some cash and buy an actual tablet.

What I mean is that instead of having to scroll, I touch the upper part of the touchpad, and the mouse will appear on the upper part of the screen... and I've seen software on my laptop that does see where on the touchpad I touch (Synaptics Moodpad), so I assume that it can do a bit more than a mouse??

Well, I am sorry to report that you cannot do something like that. Touchpads are specifically designed to support relative motion, rather than have an isomorphic mapping of the pad to the screen.
Although, if you are really determined, Synaptics made it comparitvely easy to program stuff for their touchpads with info from their websites.
