You can infer what he says from the basic idea of taxation. The more money taxed by the fed the less income people have to keep for themselves, so if the state raises taxes in addition to a high federal tax then people will have much less income and resent them for it.

At least blatantly. You can call Republicans racist all you want, but when I listen to any of the Democratic candidates for President when they talk about 'minorities' I hear some of the most racist bullshit ever.
